AI Chatbots Provide ‘Misleading and Partial’ Election Guidance, Claims Netherlands Regulator

AI chatbots are proving to be “unreliable and clearly biased” when providing election recommendations, the Netherlands’ data watchdog has stated, issuing warnings about a potential threat to democracy just over a week before the country’s general election.

Study Shows Repeated Partiality in AI Suggestions

The quartet of AI assistants evaluated by the authority “often end up with the same two parties”, regardless of the voter’s inquiry or input, the regulator noted in a report published ahead of the 29 October election.

In more than half of the cases, the chatbot suggested either the far-right Freedom party (PVV) of the politician Geert Wilders or the progressive GroenLinks-PvdA led by the former European Commission vice-president Frans Timmermans.

Certain groups, such as the centre-right CDA, “are almost never mentioned”, even when the user’s input exactly matches the stances of these political entities, the report indicated.

Official Warns Against Relying on AI Assistants for Election Advice

The vice-chair of the data protection agency, Monique Verdier, commented that while AI assistants appear to be smart resources, “as a voting aid, they consistently fail”. Voters were being pushed toward a political group that did not necessarily align with their ideological beliefs, she added.

“This immediately affects a cornerstone of democracy: the honesty of open and just votes,” Verdier stated. “We therefore warn against using AI chatbots for election recommendations, as their functioning is opaque and difficult to verify.”

Voting Background and Political Landscape

Netherlands citizens vote on 29 October in an election that will be closely watched across the continent for the performance of the Freedom party.

The far-right party of Geert Wilders is ahead in surveys but the lead over the GroenLinks-PvdA and CDA seems to be closing, with numerous electors still undecided.

Every significant political faction have rejected a coalition with the Freedom party, meaning the party that comes second is most likely to provide the next prime minister.

Inadvertent Prejudice Attributed to AI Operation

The AP emphasised that the bots were not deliberately biased, and that their “identified shortcomings” are a consequence of the way AI chatbots operate.
